S12 Names Paul Fullwood as Chief of Staff to Strengthen Collaboration and Industry Reform

The S12 Security Guarding Industry Leadership Group has appointed Paul Fullwood as Chief of Staff, marking the next phase in its efforts to promote collaboration, raise standards, and support reform within the private security sector.

The announcement follows the group’s initial formation period, during which it conducted an industry consultation, launched 15 workstreams, and opened registrations for stakeholders to participate in focused working groups addressing key sector challenges.

Fullwood joins the S12 following a 37-year career in public service. His experience spans the Armed Forces, UK policing, and the Security Industry Authority (SIA), where he served as Executive Director for Inspection and Enforcement.

In his new position, Fullwood will coordinate the S12’s strategic and operational priorities, supporting the Chair, Deputy Chair, and membership in delivering on their objectives. He will also manage the group’s engagement with government departments, regulators, and industry leaders to ensure consistency and progress across its workstreams.

S12 Chair Paul Evans said:

Before joining the SIA, Fullwood served as Assistant Chief Constable for Specialist Policing Services across Bedfordshire, Cambridgeshire, and Hertfordshire. His responsibilities included oversight of major crime, counter-terrorism, armed policing, and public order operations. He also held the National Police Chiefs’ Council (NPCC) portfolio for complex and sensitive crime investigations, supporting senior law enforcement leaders on high-profile national cases.

At the SIA, Fullwood led national initiatives including Operation Empower, targeting labour exploitation, and Operation Benchmark, focused on training malpractice. He also advised the Home Office on regulatory matters, business licensing, and Martyn’s Law.

The S12 continues to invite professionals and organizations from across the security guarding sector to participate in its working groups, which will engage with the Security Minister, the Home Office, and the SIA throughout 2026.
