In response to increasing socio-economic instability and the evolving nature of crime and terrorism, Carlisle Support Services has expanded its Security Consultancy services. The development is aimed at helping organisations protect personnel, assets, and operations while enhancing resilience and preparing for future legal and operational obligations.
A significant catalyst for this initiative is the introduction of The Terrorism (Protection of Premises) Act 2025, commonly referred to as Martyn’s Law. The Act received Royal Assent on 3 April 2025 but has not yet come into force. When implemented, it will require qualifying organisations to conduct proportionate terrorism risk assessments and implement protective measures accordingly.
The Home Office is expected to issue statutory guidance to support duty holders in understanding and preparing for compliance. During this transitional period, early preparation is considered essential to ensuring readiness once the legislation becomes operational.
Carlisle Support Services has positioned its consultancy offering to assist organisations in navigating both current and forthcoming security challenges. According to the company, its network of subject matter experts is equipped to deliver services across multiple sectors, providing support that enables clients to respond to threats and recover effectively.
“Our mission is to make security consultancy simple, and accessible,” said Nick Aldworth, Director of Counter Terrorism, Intelligence and Risk.
“We know how fragmented and reactive some organisations can become under stress. Our role is to provide the foresight, structure and critical friendship that enables organisations to stay ahead of threats and operate with confidence and unrivalled resilience.”
As part of the expanded offering, Carlisle has outlined a structured model of consultancy services covering operational assurance, contract evaluation, event planning, and threat intelligence:
Operational Assurance
Aligned with the National Protective Security Authority’s (NPSA) Security Considerations Assessment (SCA), this service includes reviews of existing strategies, penetration testing, documentation audits, and debriefing to ensure systems are effective and fit for purpose.
Contract Assurance
This service evaluates contract delivery for value and efficiency, identifying performance gaps, benchmarking financial models, and stress testing operational processes.
Event Leadership and Planning Support
Strategic and operational support is provided to event organisers, helping them monitor risks and manage critical incidents without displacing internal accountability.
Threat, Risk, and Intelligence
Designed to help organisations identify and manage threats and vulnerabilities, this service includes intelligence provision and risk assessments addressing crime, disorder, and terrorism.
“As Nick Aldworth puts it, “At Carlisle, we’re not just responding to security concerns, we’re anticipating them. In doing so, we give our clients the clarity, confidence, and control they need to focus on what they do best.”
